Has the appearance of the coronavirus in Hungary created a force majeure situation?

The pandemic has caused international and local border closures, halted production and created delivery disruptions. Such impediments materially have increased the cost and time requirements of the performance of contracts, and sometimes even rendered performance impossible altogether.
